Minutes of the 3rd Meeting of the Specialized Committee on Family and Community Service (2015-16) held on March 9, 2016 (Thursday) at 2:30 pm in Room 607, Boys' and Girls' Clubs Association of Hong Kong, 3 Lockhart Road, Wanchai, Hong Kong.

1.      Confirmation of Minutes of Last Meeting

The minutes of last meeting was confirmed with nil amendment.

 

2.      Matters Arising

2.1     Public Consultation on the Proposed Legislation to Implement the Recommendations of the Law Reform Commission Report on Child Custody and Access

Ms Sally Pang, convenor of the Task Group on Parental Responsibility, updated members the feedback collected from various sector engagement activities including sector forum (January 25) and service user focus group (March 9). It was observed that consensus was reached among the sector opining that the existing support measures (both in policy and service level) are not sufficient for legal reform.

 

The draft of the Council's response to LWB (paper 1) has been sent to members for reference.  Mr Moses Mui highlighted the sector’s stance and major recommendations in response to the consultation paper.  Members agreed to take the stance as below, while other suggestions were made to enrich the submission (e.g. viewpoints from men's perspective should be added for item 4.1)

“認為在擬議法例正式實施之前,政府當局必須先行妥善處理在政策措施、配套服務以及教育培訓三方面的準備工夫,並以此作為法例實施的先決條件,以孕育出合適的土壤,讓「父母責任模式」得以在貫徹落實,最終達致保障兒童最佳利益的目標。”

3.    For Discussion

3.1    Business Plan 2016-2017

Business Plan of Family & Community Services with detailed objectives, key results areas, projects and output/outcome (paper 2) has been sent to members for reference.  Mr Moses Mui highlighted some items for further explanation.  Members shared their concern on the recent student suicide cases.  They suggested to promote more projects like Happy Family Kitchen to enhance family solidity through joint effort among NGOs .

 

Regarding to further develop family-friendly models, it was suggested Commission on Youth should be engaged for more communication and collaboration.  Ms Crystal Cheng reported that Council's children and youth team had started a Project Cheer (好心情) to promote family resilience for members’ information.

 

3.2     Welfare Agenda Priorities Setting 2016

2016 福利議題及優次會議工作流程扼要 (paper 3.1), 2015福利議題及優次會議社會福利署的跟進工作 (paper 3.2) and "A summary checklist of the Council’s proposed initiatives (family & community services related) to the Government" since 2005 (paper 3.3) have been sent to members.

 

                 Mr Moses Mui reminded members that the WAPS would be held on June 10, 2016.  The division of group discussion for this year will be based on Council's various service teams.  As for Family and Community service group discussion, Mr Fung Man-chung, Assistant Director (Family and Child Welfare) and Ms Mak Suk-kwan, Lorensa, Chief Social Work Officer (Youth) would be the representatives of SWD.

 

Further explanation to members that the aim of WAPS had to be in line with HKSAR Government's resource allocation exercise.  Therefore, the recommendation should be made annually.  However, programme plans could be more than a year.

 

After discussion, there were 4 foci recommended for further deliberation on the content:

i)      divorced family (specialized support on co-parenting);

ii)     EM mainstreaming;

iii)    enhance family function (strengthen family life education);  and

iv)    deprived-family living in poor housing environment.

The Committee would then choose 3 foci for this year's submission.

 

4.    For Information

4.1    Jockey Club Child-focused Co-parenting Project

Fact sheet of the Project (paper 4) had been sent by email for members' information.  Mr Moses Mui briefed the background of the Project which has begun in February 2016.  The launching event would be held on March 14, 2016 at the Harbourview.  The information of the speakers and sharing guests were shared.  Members were cordially invited to participate.

 

4.2    Budget Speech 2016

Mr Moses Mui reported that the Council has released "社聯回應2016/17年度財政預算案" (paper 5) and made highlight on the part of elderly service market.

 

Ms Crystal Cheng encouraged the members to join the forum to be held on March 10, 2016 to further discuss the budget speech with Ms Annie Tam.  Members also shared their views and insights on the subject.

 

4.3     Best Practice Award Sharing

Background and the latest progress of the Sharing was shared in the meeting. Members agreed to invite awardee agency to share the project experience in the coming Committee meeting.

 

5.    Networks' Progress Update

The Progress Report (February - March 2016) of the Family and Community Service (paper 6) has been sent to members for information.  The items include:

i)          Proposed Children Proceedings (Parental Responsibility) Bill;  and

ii)         Happy Family Kitchen Movement.

 

6.    Any Other Business

6.1     Exchange Meeting with the Law Society

                 The Meeting would be held at 5:00 pm in the same venue.

 

6.2    International Conference on Parenting in the 21st Century

Ms Margaret Wong has circulated the leaflet of the Conference for members' reference.  Soft copy would be sent to members.

 

7.    Date of Next Meeting

The next meeting would be held on May 4, 2016 (Wednesday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.

 

There being no other business, the meeting was adjourned at 4:50 pm.
