Minutes of the 2nd Meeting of the Specialized Committee on Family and Community Service (2015-16) held on January 14, 2016 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

1.      Confirmation of Minutes of Last Meeting

Amendment was made in page 3,

7.i)  Welfare Agenda and Priority Setting 2015:  the 3 foci of the Committee;

       -    specialized service for divorced families 支援離異

and the minutes was confirmed in the meeting.

2.      Matters Arising

2.1    Co-option of Members

Revised membership list of the Committee 2015-2017 (paper 1) had been sent to members before the meeting.  Chairperson welcomed all new co-opted members, including Mr Chan Ching-wa, Ms Hon Siu-wan, Wendy, Mr Fu Tsun-hung and Ms Agnes Ng.  Members were advised to send any amendment needed by email to the office after the meeting.

 

3.    For Discussion

3.1    Common Framework for Family and Community Services

A powerpoint printout (paper 2) had been sent to members for reference.  Chairperson briefed members the background, desired outcome and advice sought regarding the proposed framework initiated by chairpersons with the aim to strengthen the work of the Committee.  Mr Moses Mui further explained the key agenda, major domain, issue of concern as well as the concerned platform of the proposed framework.

 

Members commented as following:

i)      research and training could be included;

ii)     community solidarity/cohesion could be added in the key agendas to highlight the perspective of community;

iii)    cross-generational issues could be attended;

iv)    examples for all major domain was recommended.

 

It was agreed to engage various networks under the Committee in the discussion process. There might be further modification after collecting all networks' comment. This will be put up for further discussion in the Committee in due course.

 

3.2     Public Consultation on the Proposed Legislation to Implement the Recommendations of the Law Reform Commission Report on Child Custody and Access

The meeting note of the 3rd meeting of Task Group on Parental Responsibility (paper 3) had been sent to members for information.  Ms Sally Pang, convenor of the Task Group, updated members their latest progress and highlighted item 3 on page 2 of their discussion.  To facilitate further discussion, a sector forum will be conducted on Jan 25, with Dennis Ho and Sally Pang being the speakers.

 

While members reiterated the major concerns on the proposed legislation and support measures, strategies of response were also deliberated. It was consented that the proposed legislation should not be supported given the pre-requisites not being in place.  Members pointed out that not only the service provision is not sufficient to address the foreseen service needs, but also the existing mechanism has to be improved (e.g. interfacing between judicial system and welfare system).  Members suggested we should lobby support of legal sector for our stance during the consultation period.

 

The Task Group will follow up the issue by consolidating sector’s views after Jan 25 forum. It was expected draft submission will be prepared for discussion in the next Committee meeting on March 19.

 

Members were noted that there would be a cross-sector forum cum launching ceremony of the Council’s co-parenting project (funded by Hong Kong Jockey Club ) tentatively scheduled on March 14, 2016.  Venue and other details would be sent to members soon.  The theme of the forum would be "What can be done to go beyond law reform in promoting co-parenting?"

 

3.3    Public Engagement Exercise on Retirement Protection

Mr Peace Wong, subject officer for the Retirement Protection presented a detail powerpoint to share with members the aims and objectives of the Exercise.  He also illustrated the difference in several proposed models and the impacts in various aspects.  In order to let Council's members agencies to have better knowledge on the Exercise, promotional work including information pack, in-house presentations, trainings, forums and exhibitions would be provided/organized by the Council.

 

A memorandum "誠邀參加「退休保障全城傾」計劃" issued by Mr Anthony Wong, Business Director of Council's Core Business on Policy Advocacy was tabled for members' use.  All members were cordially invited to join the event.

4.1    Policy Address

The Policy Address 2016 by Chief Executive, HKSAR was published in January 13, 2016.  施政報告2016 (節錄) (paper 4) had been sent by email for members' information.  Related services:  family, labour and women were included.

 

Mr Moses Mui highlighted the main points to members in the meeting.

 

4.2    Roundtable on Prevention of Child Fatality

"關注預防兒童死亡事故圓桌會議" was held on December 15, 2015.  A brief notes of the meeting (paper 5) was sent to members for information.

 

Mr Moses Mui explained to members the background of the round table.  Participated members shared the past cases and made some suggestions to improve child protection measures.  The Family and Community Service team together with Children and Youth Service of the Council would further follow up with related committees and networks.

 

 

 

5.    Progress Update

The Progress Report (December 2015 - January 2016) of the Family and Community Service (paper 4) has been sent to members for information.  The items include:

i)          Proposed Children Proceedings (Parental Responsibility) Bill

ii)         Multi-cultural Good Practice Training

iii)        Meeting with Government on EM Poverty

iv)        The 9th National Drug Conference in Macau

v)         Happy Family Kitchen Movement

 

Members added the following items in the meeting:

5.1     Network on Community Development Service

          The Hong Kong Jockey Club had initiated to provide education to EM nursery/tertiary students.  The University of Hong Kong, Hong Kong Polytechnic University, The Hong Kong Institute of Education, Hong Kong SKH Lady MacLehose Centre and Hong Kong Christian Service had joined the project.

 

5.2     Network on Ethnic Minorities Service

          The HKSAR Government had released a report "Hong Kong Poverty Situation Report on Ethnic Minorities 2014 on December 31, 2015 in a very low profile.

 

5.3     Network on Substance Abuse Service

          The Council is co-organizing an Exhibition and Conference with Chinese University of Hong Kong on March 11 and 12, 2016.  The venue would be in CUHK, members were invited to participate.

 

6.    Any Other Business

6.1     Welfare Agenda Priorities Setting 2016

                 Mr Moses Mui informed members that the WAPS would be held on June 10, 2016.  The Committee would start discussing this year's foci in the next meeting.

 

7.    Date of Next Meeting

The next meeting would be held on March 9, 2016 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.

 

There being no other business, the meeting was adjourned at 6:00 pm.
