Minutes of the 1st Meeting of the Specialized Committee on Family and Community Service (2014-15) held on November 26, 2015 (Thursday) at 2:30 pm in Room 203, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

1.      Welcoming and Introduction

Membership list of the Committee 2015-2017 (paper 1) had been sent to members for reference before the meeting.  Members were advised to send any amendment needed by email to the office after the meeting.  Members introduced themselves to each other.  Mr Moses Mui, welcomed all new members.

 

2.    Structure and Terms of Reference of Specialized Committee

Structure of the Specialized Committee on Family and Community Service (paper 2) and  Terms of Reference of Specialized Committees (paper 3) had been sent to members for information.  Mr Moses Mui briefed members on the composition of the existing networks under family and community services.  He highlighted the terms of office when introducing the Terms of Reference.

 

Due to the resignation of Mr SHUM Wai-chuen from SKH Holy Carpenter Church Community Centre, the next candidate with highest vote Mr Hui Yik-piu from Chinese YMCA of Hong Kong will replace his membership for the term 2015-2016.

 

It was reported that a new policy had been endorsed by the Council’s Executive Committee that only one representative from each agency could be Committee member (which is applied for both elected and co-opted members).

 

3.    Election of Chairperson and Vice-chairperson;

       Appointment of Representative to Standing Committee on Service Development and Liaison

Mrs Angela Chiu was elected to be the chairperson while Ms Tammy So, Ms Wendy Wong and Mr Daniel Chu were vice-chairpersons of the Specialized Committee for 2015-2016 respectively.  Hence, Mrs Chiu would represent the Committee to join the Standing Committee on Service Development and Liaison as ex-officio member in 2015-2016.

 

4.    Cooption of Members

After discussion, members agreed to nominate Mr Fu Tsun-hung and Ms Agnes Ng to serve another term as co-opted members.  They also suggested to co-opt representatives from the Network on Community Development Service and the Network on Substance Abuse Service in the coming 2 years.  It was also suggested to invite academic professional to join the Committee. After discussion, Dr Wong Hung of Chinese University of Hong Kong was suggested to be invited.  Council staff would follow-up with the invitations.

 

5.    Confirmation of Minutes of Last Meeting

The draft minutes of the meeting held on September 17, 2015 was circulated by email on October 26, 2015 and was confirmed with nil amendment.

 

6.    Matters Arising

Advocacy on Co-parenting

The public consultation on "The Proposed Legislation to Implement the Recommendations of the Law Reform Commission Report on Child Custody and Access" was launched by the Labour and Welfare Bureau in November 2015. 
Mr Moses Mui briefed members on the background and the progress of the consultation.

 

The matter will be discussed in the Legislative Council on December 14, 2015 and

a consultation session host by LWB on January 7, 2016 to collect views from social welfare sector.  The deadline of the consultation was set to March 25, 2016.

 

The Working Group on the Follow-up Actions relating to the Law Reform Commission Report on Child Custody and Access Social Welfare Advisory Committee (SWAC) was formed by the LWB.  Mr Moses Mui had been joining the group on behalf of Council.  It was noted in the working group meeting on November 25 that a pilot project of "Child Contact Service" will be launched in 2016-2017. Sector’s views in expanding the service scope (not only confined to visitation service) was channeled in the meeting.

 

The Task Group with Ms Sally Pang as the convener was formed under the Specialized Committee. Meetings were held on April 20 and July 6, 2015 to initiate discussion on parental responsibility model.  Members were invited to join their 3rd meeting on December 17, 2015 for in-depth discussion on the consultation document.

 

After initial discussion, members reiterated the concern on the support measures in parallel with the proposed bill.  It was also agreed that emphasis should be put on deliberating the implementation details and possible loopholes under the proposed bill in the coming discussion.  Hence, it was agreed that further deliberation will be conducted in the next Committee meeting, based on the discussion of task group.  And it was expected the Council’s final submission will be endorsed in this Committee in March 2016.

 

Members were encouraged to identify service users for media interviews in order to arouse public concern.

 

7.    Half-year Progress Report (April to September 2015)

The Half-year Progress Report (April to September, 2015) of the Family and Community Service (paper 4) has been sent to members for information.

 

Mr Moses Mui presented a powerpoint document to highlight the following items:

i)     Welfare Agenda and Priority Setting 2015:  the 3 foci of the Committee;

       -    specialized service for divorced families 支援離異家庭

       -    review on CR system 檢視體恤安置審批制度

       -    ethnic minorities mainstreaming 關注少數族裔;

ii)    Media Work/Promotion;

iii)    Participation in overseas events;

       -    Study Visit on Supporting Divorced Family in United Kingdom

       -    The 9th Mainland, Macau and Hong Kong Conference on Prevention of Substance Abuse

iv)   Happy Family Kitchen Movement;

       -    快樂家庭月

       -    同工專業培訓

v)    Envisage

-     福利議題及優次 / 立法會選舉 / 特首選舉

-     離異家庭

-     單親家庭 / 新來港人士

-     家庭暴力

-     少數族裔

-     新公屋社區居民支援

-     藥物濫用

-     推動跨機構協作

 

8.    Initial Discussion on Business Plan 2016-2017

On top of the envisage items mentioned in Progress Update, members suggested to adopt broader agenda (e.g. families in poverty, children in poverty) for advocacy, instead of only focus on various needs of family (e.g. single parent, new arrival, cross-boundary families)..

 

9.    Any Other Business

9.1     The HKCSS Convention 2016 (May 10, 2016)

                 An invitation with preliminary programme and reply slip was tabled for members reference.  Mr Moses Mui encouraged members to submit proposals, especially on Concurrent Session II:  Stretching the potential for an inclusive society and IV:  Stronger family, stronger community.

 

9.2     「公民社會對香港2030年安老服務願景」論壇(December 4, 2015)

          Soft copy of the memorandum had been sent to members while the hard copy was tabled.  Members and their colleagues were cordially invited to participate in the Forum.

 

9.3     CIFA-net

The 10th issue (July - September, 2015) of the Consortium of Institutes on Family in the Asian Region Newsletter was distributed to members.  Happy Family Kitchen Project was introduced in one of the articles.

 

9.4     社情Scenario

          An article on ethnic minorities was published in the 29th issue (November 2015) of Scenario.  A copy was tabled for members reference.

 

9.5     HKCSS Institute Prospectus

          The training course on "Frontline Practice of Integrated Family Service Centre" will be held in January 2016, with initiation from the Network on IFSCs.  The full details were published in volume 19 of the prospectus.  Mr Moses Mui highlighted that the course would concentrate on training of administrative skills and knowledge.  The participants might choose to register individual unit.

 

9.6     Mr Daniel Ma reported that the EDB had organized 2 meetings with EM parents.  However, the participants were not satisfied with the content. The Network on EM will follow up the related issues with Government and other stakeholders.

 


 

10.  Date of Next Meeting - Proposed Meeting Schedule

A proposed meeting schedule (paper 5) was sent to members for discussion.  There were nil amendment and the next meeting would be held on January 14, 2016 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.)
