1. To adopt the minutes of last meeting

 The minutes of last meeting dated May 27, 2016 were confirmed with no amendment.

3.      Matters for Discussion

3.1  Annual Submission

 3.1.1        Anthony Wong briefed members on the full draft of Annual Submission:

a)      A total 10 new major policy recommendations were included in the 2016 Annual Submission. 

b)      2 recommendations from Rehabilitation Division were still under discussion.  Contents included community mental health and parent resource centres for parents with SEN children. 

c)      Anthony would discuss with colleagues of Rehabilitation Division then complete these two items.  They would then be sent to members by email for endorsement.

 3.1.2        Members shared their views were as follows:

a)      Members agreed to retain the English version of Executive Summary and kept those recommendations made in previous submissions in a separate section.

b)      Regarding the full draft of recommendation, members’ view include:

i)       Agreed and suggested to use new heading for item 2: “全面” or “多角度”檢視貧窮指標以…..” to replace 優化量度貧窮指標以準確回應基層生活需要.

ii)       Members agreed that policy setting to support social economy was important for grassroots, they thought that Government’s involvement would be very important.

iii)      Members recommended to change the heading 制定墟市政策支援社會經濟發展以創造基層謀生空間 to “訂定” 社區經濟發展政策以創造基層謀生空間.

iv)      Members also suggested requesting the Government to set up one-stop market (e.g. regular street market) for the livelihood of people or pioneer project on street market and provided public spaces.

v)      Members agreed that on 利用中短長期措施處理房屋問題,  Government might :

- improve housing rental market for its healthy development in the long-run.

- use of vacant temporary land for building transitional social housing

- set up “Landlord Scheme (包租公計劃)” .                                                                                                                                            

vi)      於長者院舍設立提供臨終照顧服務以完善長者住宿照顧

n   Suggested to discuss with Elderly Division on the updated policy recommendations of setting up terminal care for the homes of elderly residential service.

vii)     Members agreed to add “Foreword” to highlight the Recommendations for Welfare Policies of Continuous Concern

3.2  Council’s response to “Retirement Protection Forging Ahead” Consultation Document

 3.2.1        Peace Wong reported as follows:

-          In response to “Retirement Protection Forging Ahead” Consultation, the Council launched the “Talk about Pension” project.

-          HKCSS had :

- organized workshops and outreaching service to facilitate understanding on retirement protection consultation;

- attended Meeting on Standing and Specialized Committee to promote and introduce the subject of 學者方案;

- collected view from stakeholders and the Council would consolidate and submit the position of the Consultation on Pension Reform to the Commission on Poverty on or before June 21, 2016;

- HKCSS joined the following the alliances to organize activities:

-  Kowloon East Alliance for Universal Pension organized a “Mother’s Day Parade for Universal Pension Scheme” on May 8;

- The Alliance of Universal Pension was going to launch a parade on June 19, 2016, hoped that the action could let the public support.

3.2.2        Members were concerned that the tone of the submission could be adjusted to convey a stronger message that our sector was strongly demanding universal pension scheme.

The next meeting was proposed to be held at :

(1)   August 29, 2016 (Monday) at 3:00pm; or

(2)   August 31, 2016 (Wednesday) at 3:00pm

 Next meeting was fixed to be held at August 31,2016 (Wednesday) at 3:00 pm in Room 1410, 14/F., Duke of Windsor Social Service Building.

There being no other business, the meeting was adjourned at 5:30 pm.
