1. To adopt the minutes of last meeting

The minutes of last meeting dated March 4, 2016 were confirmed with no amendment.

2.      Matters Arising

2.1  Update of Retirement Protection Advocacy

2.1.1  Anthony Wong reported the followings:

- March for Universal Retirement Protection (全港各界大遊行 - 反對要審要查方案  落實全民退休保障) would be held at June 19, 2016 (Sunday).

-  民間諮詢報告would be released at June 11, 2016.

-  HKCSS would prepare the Council’s response to the government’s consultation.

-  The activity of 全民退保全城撐『18區萬人寫信撐全民退保』was successfully launched at April 21, 2016.  The response was good.

2.1.2        After discussion, members agreed to remind agency members for submitting recommendations to the Government.

2.1.3        Dr. Chung Kim Wah updated members on the popularity of Universal Retirement Old Age Pension Scheme “學者方案”. 

2.   Update on progress of work on 70th Anniversary of the Council

2.2.1        Anthony Wong reported the progress of work on 70th Anniversary of the Council. 

2.2.2        HKCSS Convention cum Caring Company Partnership Expo held at May 10, 2016.  Feedbacks from members were collected at this meeting.  Opinions would be forwarded to the management for future improvement:

l   The programme was rich but too many for participants to join all.  There were some very meaningful sessions that individual participants might not be able to join due to competing interests.

l   As an NGO Convention, some members were of the view that it would be an ideal occasion for the NGO sector to deliberate issues that are critical to the sector’s development.

l   Limited audience capacity of individual sessions in the Convention deterred participation of participants.

3. Matters for Discussion

3.1  Draft Recommendations for Annual Submission

3.1.1        Anthony Wong briefly introduced the draft recommendations of Annual Submission based on the paper sent to members before the meeting.

3.1.2        Members shared their comments and noted.  The major opinions expressed are:

l   Members agreed that we should reiterate our concerns and suggestions on retirement protection and poverty alleviation measures

l   Regarding the recommendation on social economy, some members reminded that the organic and bottom-up nature of social economy should be retained and emphasized. 

l   Members agreed that the recommendation on youth development should be broader than just about debt relief.  Members suggested including the recommendations expressed by the Council in the press conference held a couple of days before the meeting.  Mr Wong Kwai Yau also agreed to give some specific feedback on that point. (Post-meeting note: He was consulted again after the meeting)

l   Some members asked for some clarifications on the specific details regarding measures on elderly end of life care and dementia care. Some members reminded that the service measures for community mental health should be better justified.

l   Members were concerned that some individual target groups were not covered in the Submission.  Anthony Wong explained that some of them were comprehensively covered in previous submissions, and some measures raised then had in fact been adopted by the government.   

3.1.3        Mr. Anthony Wong would prepare the paper and circulate to members for the next meeting.

The progress of each team was sent to all members.   Members noted the report.

The next meeting was proposed to be held at :

(1)   June 15, 2016 (Wednesday) from 3:00pm; or

(2)   June 16, 2016 (Thursday) from 3:00pm

Next meeting was fixed to be held at June 16, 2016 (Thursday) at 3:00 pm in Room 203, 2/F., Duke of Windsor Social Service Building.

 There being no other business, the meeting was adjourned at 5:30 pm.
