3.      Business Update

3.1  Policy Research and Advocacy

Follow up on SDI Social Development Index 2016 Release

Nine newspapers reported the finding of SDI 2016. Some media were interested to know whether the findings can measure the performance of the government. To consider the revamping of SDI, the unit will try to explore different approach and propose some ideas in the year for members’ further discussions.

Working Group on Public Health

To prepare the research and advocacy works for public health policy, the committee members supported to set up another working group on public health. Ms. Karrie Chan agreed to join the working group once it is established. The unit will propose some ideas in the coming meeting.

Policy Bulletin

While the 21st issue of the Policy Bulletin will cover the topic of Localism and Hong Kongers, the editorial board suggest to review and comment the performance of the Chief Executive C. Y Leung and his offices. To make use of the publication as a tool for the advocacy works during the  Chief Executive Election, the 22nd issue will be published earlier.   

3.2  Social Impact Assessment

Three new cross-years SIA projects will be conducted by the Centre for Social Impact team from 2016 to 2019.

4.      Matters for discussion

4.1 Chief Executive Election 2017

Mr. Keith Wong engaged members to discuss the engagement plan for the next election in 2017. After the discussion, members suggested the following activities for the Council’s further consideration:

  • Sector Forums
  • Districts Forums to engage the public

4.2 Study on Social Housing

Mr. Charles Ho presented the finding of the social housing study to members. In his presentation, he introduced the social housing of Netherlands and Belgium. Through studying the social housing in these two countries, insights were gained for engaging the government and the public to think about the alternatives housing for the grass root of Hong Kong. Members thought that the information of the study is useful. They suggested simplifying the message to the public. To enlarge the impact of the study, members recommended:

- Organize press event (After meeting note: A media briefing was organized for HK01 and two whole page media reports were published in July and August)

- Produce materials for stakeholders’ reference

- Publish housing brief for sector

- Propose the idea in the Annual Submission ot the Chief Executive
