3.1  Policy Research and Advocacy

Research

u   Hong Kong Financial Education Landscape Research

The research was completed. The final report and executive summary was submitted to the funder and uploaded to website.

u   中年社區精神康復服務使用者的生活狀況及服務需要研究

The press conference was held on Feb 17, 2016. As follow up, the Council will make use of the finding to keep on communicating with relevant authorities and stakeholders for service development.

u  青年公民參與計劃:由社區聆聽到社區組織

The study is in progress. With more financial support from Development Fund, the study will be extended to May of 2017 to review the whole project.

u   Case Study on Social Housing in Belgian

Data analyze is in processing. The finding will share with the members in the next SD meeting.

Policy Bulletin

The hard copies of the 20th issue of the Policy Bulletin, entitled “Retirement Protection in Hong Kong – The Way Forward,” have been published early April. This issue received quite a number of positive feedbacks and readers found the content was useful to them.

To follow up the 19th issue of the Policy Bulletin, the SD team had organized a seminar on long-term care on March 23. 40 participants from elderly service and rehabilitation service joined the seminar. They found the seminar inspiring to them.

The 5th Conference on Practice and Research for Social Service Excellence

The 5th EBP conference was held successfully with positive feedbacks. There were around 100 participants from the sectors joined the conference. With the experience on organizing 5 EBP Conferences and workshops, the SD team had bred an atmosphere to promote Evidence-based Practice. For the coming conference, members suggested identifying specific needs on research for the staff at management level and frontline workers.

3.2  Social Impact Assessment

The Centre for Social Impact team provided 5 trainings in March to facilitate the sector to have more understanding on SIA and the use of SIA. One more new SIA project will start in June. There are four SIA projects will be conducted in 2016 – 17.

3.3 Overseas Event

Update of the 4th International Conference on Practice Research 2017

The conference is calling abstracts and the deadline of the submission is Oct 31. It is the first time the conference held in Asia and in collaboration with the Hong Kong Polytechnic University and the Council. The members thought that the conference can attract more local participants but having some concerns on the enrollment fee. Mr. Keith Wong will try to apply the funding from Social Welfare Department to support 25 local participants in the coming year. He will keep members’ updated.

4.      Matters for discussion

4.1 Social Development Index 2016

Mr. Keith Wong gave members an update on the SDI data collection and preliminary finding. All data were collected. He highlighted some points about the preliminary finding:

  • The SDI contains 14 sub-indexes. Two sub-indexes were found with negative score. The housing score had been dropped continuously since 2010. Although family solidarity score improved, it was still negative. Two other sub-index recorded deterioration, namely the environment sub-index and health sub-index.
  • For the trends of 5 population groups, children and low income group were found with negative score although the former recorded some improvement.

Mr. Keith Wong engaged members to have further discussion on revamping of SDI. Members thought that the database of SDI was good and valuable. They agreed to explore the possible ways to revamp the SDI and expected SDI has further impact for the public, media and government. The unit will try to explore and propose some ideas in the coming half year for members’ further discussions.

5.      Any other business

5.1 Social Housing Sharing

Dr. Edward Yiu of the CUHK was invited to have a sharing with members on April 28 to facilitate the members to have better understanding on cooperative housing.

5.2 Policy Research on Public Health

The SD unit will conduct a policy research on health policy while health policy is one of the agenda in our year plan of 16-17. And SD unit would like to form a working group to put more effort on it. Ms. Karrie Chan agreed to represent the SD to join the working group. Keith will send invitation to circulate to other potential stakeholders to join the working group.
