1.      To welcome co-opted member

The committee welcomed Dr. Robert Chung to be our co-opted member in term of 16-17.

The agenda was adopted without amendment.

3.      To confirm minute of the last meeting

The minute was adopted with one amend on changing the working unit of Mr. Sin Leung Kai.

4.      Business Update

4.1  Policy Research and Advocacy


Mr. Charles Ho reported the finding of the captioned study to the members. The study targeted the middle-age (40-60) ex-patients with severe mental illness who are living in the community. It found that over 40% of the respondents were suffering from other chronic illness, living in poverty, and lacking of social community supports. A press conference will be held in Feb to release the findings. (After meeting note: The press conference was held on 17 Feb 2016)


The team started a new study with a view to evaluate the impact of the Community Listening project which was initatied by the Children and Youth Unit. The project aims to facilitate youth participation in the community and bring changes. The preliminary findings will be shared in April.

Policy Bulletin

The 20th issue of the Policy Bulletin, entitled “Retirement Protection in Hong Kong – The Way Forward,”,  will be published in end of March. Professor Y.C. Wong was invited to contribute an article to introduce different proposals raised, while two youth groups were invited to share their views to universal retirement protection. Interviews were arranged with four experts to capture their comments on the assumpations made by different proposals. While a review was conducted by the Council on the history on the deate and the overseas experiences.

4.2  Social Impact Assessment

Three SIA projects will be condcuted in 2016-17.  

4.3 Overseas Event

The 5th Conference on Practice and Research for Social Service Excellence

The conference will be held on March 21 with the main theme “Demonstrating Service Impacts with Practice and Research”. Prof. Bowen McBeath from Portland State University will be the keynote speaker to introduce differrnt models for using practice-based research to promote service innovations and agency’s performance, based on some analysis on NGO’s practice in USA, Canada and the United Kingdom. Eight local cases will be shared at the conference. (After meeting note: The conference was held on 21 March with positive feedbacks)

The 4th International Conference on Practice Research 2017

The conference will be held in Hong Kong and it is the first time the conference held in Asia and in collaboration with the Council. The conference aims to widen the discussion of the role practice research in knowledge-building by engaging a broader international audience of current researchers, practitioners, and users.


6. Matters for discussion

6.1 Year Plan

Mr. Keith Wong gave members an overview on the drafted of the SD unit Business Plan for 2016-17 which covered:

  • A policy research on health policy
  • Advoacy on Housing Policy, with the findings of Council’s research
  • A service research with inputs from the Service Team
  • Revamping SDI
  • Capacity building for the sector on practice-based research and social impact assessment

The annual plan was endorsed by members.

7. Any other business

7.1 Overseas event

As the proposed study tour to Taiwan for the application of ICF (International Classification of Functioning, Disability and Health) was rejected, the team will try to propose another study tour to Japan for the running of elderly housing. (After meeting note: the proposal was not submitted as there were other tours visiting Japan in the year of 2016-17.)

7.2 Project on “Talk about Pension”

To enhance agency members’ understanding on the subject on retirement protection, the Council initaiated the captioned project. Members are most welcome to work with the Council.

The meeting was subsequently scheduled on April 14, 2016.
