1.      To welcome new members

Mr. Keith Wong represented the social development unit to welcome all newly elected members. (Post-meeting note: the “term of references” was sent to new members by email)

2.      To receive the agenda

The agenda was adopted without amendment.

3.      To confirm minute of the last meeting

The minute was adopted with one amend on MI research. Mr. Charles Ho sent the preliminary findings of MI research to members by email.

4.      Electing new Chairperson, Vice Chairperson, Convenor of the Working Group on Housing Policy, the Representative in the Editorial Board of Policy Bulletin and the new co-opted member

Mr. Keith Wong introduced to members the duties of the chairperson and the vice-chairperson of committee.

Mr. Charles Chan, being first nominated by Ms. Nancy Wong and second nominated by Mr. Ng Sze On, was elected as the chairperson with majority votes. He would also be the ex-officio member of the Standing Committee of Policy Research and Advocacy.

For the election of new vice-chairperson, Ms. Nancy Wong was nomiated by Mr. Sin Leung Kai and was seconded Ms. Iris Liu. She was elected as the vice-chairperson with majority votes. As the usual practice, the vice-chairperson would be the committee’s representative in the Editorial Board of Policy Bulletin.

And Mr. Ng Sze On agreed to be the convenor of the Working Group on Housing Policy.

For the new co-opted member, Mr. Keith Wong clarified there should be one co-opted member vacancy and this co-opted member shall serve a term for 2 years. The Committee decided to approach Dr. Robert Chung and Mr. Keith Wong would be helping to approach him. (Post-meeting note: Dr. Robert Chung accepted the invitation and be the new co-opted member of the committee)

5.      Business Update

Before reporting the past months working progress, Mr. Keith Wong gave a brief introduction of the Social Development Unit. Member noted.

5.1  Policy Research and Advocacy

Principal Official Series – Professor Anthony Cheung Bing-leung, Secretary for Transport and Housing

The forum was held on Nov 9 with around 100 participants joined to expressed their needs and demands to the bureau.

Service Research on Mental Illness

The research was completed. The preliminary result will be released to the public in January. Mr. Charles Ho will circulate the finding to members via email.

5.2  Social Impact Assessment

The four SIA projects were on progressing.

5.3  Sector’s Capacity Building

Mr. Keith Wong invited members to join two upcoming events. The 5th Conference on Evidenced-based practice will be held on March 21 and 22. And 2 research salons will be held on March and April. Meanwhile, for improving sector knowledge management on research capacity, the SD was regular published the “social service research” e-newsletter and recent one will be published in Jan.

5.4  Overseas Event

The Study Visit to Netherlands on Social Housing was completed. And the report back session will be held during the housing Future Camp in late Feb. Mr. Keith Wong invited members to join it as well. Member suggested inviting representative(s) from the Transport and Housing Bureau to join it as well.

6.      Matters for discussion

6.1 Year Plan

Mr. Keith Wong presented the initial social analysis of 15-16 year plan and he engaged members to sound out the ideas of annual plan for the coming years. Based on the initial social analysis, the annual plan covered a wide range of sub-topics including:

  • Ageing population
  • New immigrants and cross-border family
  • Health care
  • Social Housing

Although the members thought the topics were too broad by given the limited resources, they all agreed to continue focusing on the housing issue and have priority for the topics. Besides this, members had their preferred sub-topic such as promoting ageing friendly and elderly housing.

For building up an online media for social development, members reminded that the SD team should consider the purposes of the plan and the nature of online media.

The Committee would be further deliberated the year plan again in the coming meeting. (Post-meeting note: the in-depth business plan was circulated to members in late December by email)

The meeting was subsequently scheduled on Jan 06, 2016.
