Welcoming new member

The Chairman and members, on behalf of the Committee, welcomed the new co-opted member Ms. Siu Ka Yan, Sky joining the Committee.


2.      To adopt the minutes of last meeting

The minutes was adopted without amendment.

3.      Matters Arising

3.1  Meeting with Principal Officials Series - Dr. Ko Wing Man

The event has to be postponed due to the personal reason of Dr. Ko.  Mr. Anthony Wong reported that he contacted Dr. Ko’s office for the follow up.  Confirmed details would be reported to the Committee as soon as possible.

3.2  Meeting with Principal Official Series - Mr. Eddie Ng

Anthony Wong reported that the Council had contacted Mr. Ng’s office and sent him the invitation, and we are waiting for the reply.

Matters for Discussion

4.1  Retirement protection consultation and follow up work

a)      Ms. Mariana Chan shared the major points and issues on Retirement Protection Consultation and the follow up plan and tasks of the Council for members’ reference.

b)      Anthony Wong reported the followings:

-          In response to the consultation on retirement protection, the Council would arrange a series of activities and events to enhance the understandings of member agencies and service users on the subject, with a view to mobilize them to respond to the consultation.

-          Invitation memo on “Talk about Pension Project” (退休保障全城傾計劃)  was sent to Council’s member agencies on January 5, 2016.  The project provided services and tools for the sector to engage different stakeholders in respond to the public consultation, such as 「退保懶人包」, 「退保 Q&A」 and 「服勝使用者發聲咭」. 

-          A “Consultation Forum on Retirement Protection” would be held at January 25, 2016 at City University of Hong Kong. 

-          It was heard that Dr. Chung Ting Yiu of Public of Opinion Programme of HKU (香港大學民意調查計劃) was planning to conduct a deliberative polling survey (慎思民調) on the retirement protection with RTHK, details would report later.  (Post-meeting note: The DP has been confirmed, as shared by RTHK)

-          Hong Kong Social Workers Association, Hong Kong Social Workers General Union and the Council “3 organizations (三會)” would write a joint statement to support the Retirement Old Age Pension Scheme.  (Post-meeting note: The Statement has been issued)

c)      To engage different sectors concerning in the pension scheme, members suggested make contacts to other professional groups and religious groups to share the Council’s stands and views.


4.2  Policy Address and follow up

Anthony Wong reported the followings:

a)      Policy Address was announced on January 13, 2016.

b)      Regarding the Policy Address, there was no major policy proposed to address the issues concerning the sector.

c)      To draw public’s attention to the poverty alleviation measures of the Policy Address, a public poll was conducted shortly after the announcement of the Policy Address.  A press conference was organized on January 15 to release the findings.  On behalf of the Council, Anthony Wong attended several media interviews and talk shows to share the Council’s views on the Policy Address.

d)     Same as last year, after Policy Address and Budget Speech, the Council would invite Permanent Secretary for Labour and Welfare and the Director of Social Welfare to attend the “Briefing Session on Policy Address”, to explain the measures announced in the Policy Address in detail and listening to the sector’s views and opinions. (Post-meeting note: The Session has been scheduled for 3pm 10 March, 2016, held at BGCA)


4.3  Draft Business Plan 2016-2017

a)      Anthony Wong briefed members on the Draft Business Plan 2016-2017.

b)      Mr. Keith Wong, Ms. Mariana Chan and Mr. Richard Chow highlighted their future work plans to members for reference. Members agreed with the initiatives as stated in the plan.

c)      For the details of the Business Plan, please refer to the Appendix 2.

5.      Report – Progress Report

The progress report was circulated to the members before the meeting. No further questions were raised.

Any Other Business

6.1  Concerning five disappeared booksellers

a)      Anthony Wong informed the members of an enquiry that as Chairperson of HKCSS Mr. Bernard Chan could help to raise questions in the National People's Congress,   whether Mr. Bernard Chan could be suggested to raise question about the incident of the five missing booksellers in Hong Kong. After discussion, members of PRA did not have very strong view but would support Mr. Bernard Chan was so suggested.

6.2  Co-opt new member

a)      Anthony Wong reported that Mr. James Leung was going to leave BGCA in February 2016.  The Committee would therefore have to nominate a co-opted member to fill the vacancy occurring in the committee for the remaining term. 

b)      After discussion, the Committee endorsed the recommendation to invite Ms. Iris Liu of International Social Service Hong Kong Branch, whose is the candidate receiving the next highest votes in the latest election, to be our new co-opt member of 2015-2017 year term.

The next meeting was scheduled for March 4, 2016 (Friday) at 2:30 pm in Room 1410 of Duke of Windsor Social Service Building.

There being no other business, the meeting was adjourned at 5:30 pm.
