Minutes of the 4th Meeting of the Specialized Committee on Family and Community Service (2014-15) held on May 14, 2015 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

1.      Confirmation of Minutes of Last Meeting

The draft minutes of the meeting held on March 19, 2015 was circulated by email on April 22, 2015 and was confirmed with nil amendment.

 


2.      Matters Arising

2.1    Advocacy on Co-parenting

Moses Mui reported the formation of the Task Group on Parental Responsibility.  Members from the Specialized Committee are Ms Sally Pang and Ms Tammy So.

A progress Update of the Task Group (Paper 1) had been sent to members for information.

 

Ms Sally Pang, convener of the Task Group highlighted the 1st meeting was held on April 20, 2015.  Objectives and work schedule of the Task Group was formed.  The 2nd meeting would be held on July 6, 2015.  It is planned that sector engagement programs will be conducted by end of 2015, in response to the public consultation.

 

A Study Visit on Supporting Divorced Family in UK would be organized in June 2015.  List of delegates were introduced.  The insights gained from the trip will be shared in the Task Group on Parental Responsibility.

 

It was suggested to invited Dennis Ho and Sylvia So to the next Specialized Committee in order to facilitate cross-disciplinary exchange on the law reform and proposed support service.

 

2.2     Happy Family Kitchen Movement

Moses Mui reported the progress of the Happy Family Kitchen Movement.  Given this project covers all districts in Hong Kong, so far, around 30 service units from various services had joined as project partners.  Frontline workers had been nominated to join the trainers' training programmes to be held in late May.  「快樂家庭全城運動」機構參與名單(Paper 2) had been sent to members for details.  The 2nd phrase would start at early 2016.

 

Moreover, workshops for professionals and volunteers would be organized to promote the rationale of Happy Family Kitchen Movement in June and September respectively.

 

A briefing at SWD headquarters for DSWOs was held on May 8, 2015, with positive feedback.  It is expected more SWD units will join the project as partners.

 

3.    For Discussion

       3.1    Welfare Agenda & Priority Setting (WAPS) 2015

2015年各地區福利規劃研討會識別到的首三個福利優次項目(Paper 3a) and 2015福利議題及優次與家庭及社區服務相關之關注議題(草擬)(Paper 3b) had been sent to members for discussion.

 

Moses Mui highlighted the detailed welfare agendas updated by concerned Network or ad-hoc working group/focus group.

 

 

Members shared their experiences, views and concerns regarding handling of the compassionate rehousing cases in IFSCs.  After discussion, a central vetting mechanism was suggested to align the measurement for fair, effective and efficient referral to best utilize the housing resources.

 

After discussion, members agreed the following agenda to be put up as this year's Family and Community related welfare agenda:

i)              Specialized Service for Divorced Families (設立為離異家庭的專門服務);

ii)             Support for Working Parents (設立處理體恤安置的服務專隊); and

iii)            Ethnic Minorities Mainstreaming (加強少數族裔服務主流化)

                

Mr Moses Mui reminded that the WAPS Forum would be held on June 3, 2015. A preparation meeting between SWD and Committee members would be held on May 19, 2015 at 2 pm.  It is confirmed that Mr Fung Man-chung (Assistant Director) and his team of subject chiefs will attend.

 

For members' information, Council's Children and Youth Service Team would raise their concern on "駐幼稚園社工" and "學前服務", while the Policy Advocacy Team would raise their concern on "food assistance".

 

       3.2    Annual Submission for HKSAR Chief Executive

Together with the above-mentioned agenda, the following two agenda,

iv)     Community Support for New Public Rental Housing Estate (加強新入伙公共屋邨的社區支援);

v)      Enhancement of Women Shelter's Service (加強現有婦女庇護中心服務);

would be proposed for the Annual Submission which will be followed up by the Council's Policy Research and Advocacy Team.

 

       3.3    Council's View on the 7th Three Year Plan on Drug Treatment & Rehabilitation

香港戒毒治療及康復服務第七個三年計劃(2015至2017年)意見書 (Paper 3) has been sent to members for discussion.

 

Mr Moses Mui introduced the background of the past Three Year Plans.  2 consultation sessions were organized in July and August 2014.  Ms Wendy Hon, Chairperson on the Network of Substance Abuse Service supplemented that the following main concerns of the revised submission made in May:

i)     Reformation of the service concept, positioning and suitable intervention point.

ii)     Search for methodology to reflect the true development of drug abuse problem in order to make evidence-based policy implementation.

iii)    Set up measureable service target and prepare scheduled progress reports.

 

      3.4    Microfilm on Family Harmony

2 microfilms planned by Wise-giving Team of the Council:《以前以後》and《我的女兒》were showed during the meeting.  Mr Moses Mui explained that microfilms have becoming more trendy and could make certain impact in the society.  Therefore, funding was raised for production of these kind of microfilms.

 

Members suggested to organize preview session with multi-sector audience, eg. parents, teachers and social workers, etc, to collect feedback.  Formation of some reflection questions for each film could also be considered.  Moreover, Chinese plus English subtitles were encouraged.  Members’ views will be channeled to Wise-giving Team for consideration.

 

4.    For Information

4.1     Final Report of Business Plan 2014-2015

Full-year Progress Report (April 2014 - March 2015) has been sent to members for information.  Nil supplement was needed.

 

4.2     Consultation on Free Kindergarten Education Policy

The HKSAR Government had formed the Committee on Free Kindergarten Education (chaired by Moses Cheng) to study the policy direction.  The official report of the Committee would be released in May.

 

Members were noted that the welfare sector was mainly concerned about the development of the “long whole-day” child care service under the new policy.  A forum with representative of Education Bureau invited had been planned on June 1, subject to confirmation of EDB.

 

5.    Progress Update

The Progress Report (April to May 2015) of the Family and Community Service, Service Development (paper 8) has been sent to members for information.

 

The Report included the following items:

i)     Optimization of Application Handling for Compassionate Rehousing;

ii)     Task Group on Parental Responsibility;

iii)    Hong Kong Monetary Authority (HKMA) Sharing Session on Ethnic Minorities;

iv)   Three Year Plan on Drug Treatment and Rehabilitation (2015-2017); and

v)    Happy Family Kitchen Movement.

 

Mr Daniel Ma, Vice-chairperson on the Network of Ethnic Minorities Service highlighted the development of the Ethnic Minorities monetary needs.

 

A leaflet of the Happy Family Kitchen Movement Workshop was tabled for members' reference.  They were encouraged to invite their colleagues to participate in the event.

 

6.    Any Other Business

An order form of "Practice Wisdom in Serving Ethnic Minority" was tabled.  This publication could be ordered/purchased at the Council.

The next meeting would be held on July 16, 2015 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.
