1.      Confirmation of Minutes of Last Meeting

The draft minutes of the meeting held on January 19, 2015 was circulated by email on February 24, 2015 and was confirmed with nil amendment.


2.      Matters Arising

2.1    Business Plan 2015-2016

          The revised Business Planning 2015-2016 of Family and Community Service in Service Development Core Business (paper 1) has been sent to members for information.


Moses Mui highlighted the changes made (i.e. project 5: “To advocate for improvement of the family impact assessment mechanism of public policy formulation”;  and project 10: “To promote policy and service responses to enhance functioning of cross-boundary / new arrivals families”), in response to members' comment collected in last meeting. Members further commented that effort could be put to examine the implementation of family impact assessment conducted by Government.  And the revised business plan was endorsed by members in the meeting.


2.2     Advocacy on Co-parenting

Further to discussion on SWD's concerns/feedback on Council's-proposed parenting coordination support service in the last meeting, Council's response was drafted and circulated for members’ further comment before replying SWD in early March 2015.  The final version (paper 2a) was sent to members for information.


Moses Mui reported that acknowledgement of receipt of Council's response by SWD had been received.  The paper had emphasized the rationale of advocating Lotteries Fund pilot project of specialized service. For the operation detail (e.g. output setting, interfacing with other services), it would be left for further discussion between SWD and the operators.


Besides, as suggested in last meeting, a designed task group comprising Sally Pang, Tammy So, Helina Yuk , representatives of HKFWS, CMAC, Caritas, Single Parent Association and Po Leung Kuk would be formed to prepare response for the upcoming public consultation of the related bill.  Other interested members were still welcomed.  It is agreed that Sally Pang will be the convener of the task group.

(Post-meeting note:  The 1st meeting of the task group was held on April 20, 2015.)


Members were noted that Council staff and the Chairlady had touched base with the Law Society regarding the proposed law reform. Dennis Ho of Law Society has shown interest to communicate with the sector in order to understand our recommendation of the support service.  Members suggested to invite Dennis Ho to this Committee for in-depth exchange in proper timing.


2.3     Review of Multi-disciplinary Case Conference on Suspected Child Abuse Cases (MDCC)

Consultation on Draft Revised Chapters on Procedural Guide for Handling Child Abuse Cases (Revised 2007) as (paper 3a) has been sent to members for information.  List of Major Revisions and Considerations Made by TG in Response to Feedback Collected, Multi-disciplinary Case Conference on Suspected Child Abuse Cases (MDCC) as (paper 3b) was tabled for members' reference.


Moses Mui recapped the background of the MDCC Review to members.  He highlighted the feedback from Network on IFSCs and Network on Domestic and Sexual Violence Service stated on paper 3b, mainly on the area of family participation in MDCC. Members shared the concern that in the leaflet for parents, the emphasis on “new information” and “follow up meeting” might unintentionally encourage unnecessary disputes between parents and professionals.  It was noted that Judy Chan and Eva Wong (both are the Task Group members) will further channel our views in the Task Group.  And the Council’s submission will be prepared by incorporating views of the Specialized Committee on Children and Youth Services.

3.    For Discussion

       3.1    Happy Family Kitchen Movement

Memorandum to member agencies of Happy Family Kitchen Movement 招募「快樂家庭廚房全城運動」參與機構has been distributed on March 13, 2015.  The full set of the memorandum was tabled as (paper 4).


Moses Mui briefed members by powerpoint presentation mainly on the following aspects:  project background;  previous achievements; project details (training, community-based programmes, district events); knowledge consolidation; publicity and promotion; NGOs involvement.  It was highlighted that the rationale of the project is to promote “family-centre practice” across various setting in the sector.


Members, by agencies, were cordially invited to participate as project partners.  And it was noted that a briefing session will be held on March 27, 2015.   Members had also raised the following suggestions:

1)    More service units of different settings should be invited to join the project;

2)    English version of questionnaire should be prepared to address the needs of ethnic minorities participants;

3)    SWD DSWOs are regarded as good project partners in mobilizing local participation, and more effort could be put to engage DSWOs for the project.   


       3.2    Community Building and Support in New Public Rental Housing Estates

Discussion Gist of the Roundtable Forum on Community Support Service held on February 4, 2015 (paper 5) has been sent to members for discussion.


Christopher Tang further highlighted the focus of practice sharing and raised concerns for members’ deliberation.


Some members shared that DSWOs' involvement has been improved recently. And some good practice in collaborating with Housing Department in certain districts (e.g. Wong Tai Sin) should be promoted.  Members were noted that several related CIIF projects will commence in this year.  Yet, members were concerned if there is continuous policy to ensure the service provision in long run.  It was also suggested better town planning with employment and child care support should be considered.


It was agreed that Iris Liu would convene a working group to follow up the issue.  Concerned NGO members and service users will be invited  to join.


       3.3    Welfare Agenda & Priority Setting (WAPS) 2015

There were 3 papers sent to members for discussion:

i)      香港社會服務聯會2014福利議題及優次 (paper 6a),

- extract from the whole paper submitted to SWD by Council in 2014, foci 7 to 10 were related to family and community service

ii)     2014福利議題及優次會議社會福利署的跟進工作 (paper 6c), and

- the follow up work of SWD regarding foci 8 was not significant

iii)    2015福利議題及優次會議工作流程-服務發展 (paper 6c).

- workflow with detail target and responsible staff had been listed


Members were cordially invited to participate the WAPS Forum co-organized with SWD on June 3, 2015.


Members initially discussed the potential welfare agenda and agreed to the following items for further deliberation:

i)              Specialized Service for Divorced Families (設立為離異家庭的專門服務);

ii)       Community Support for New Public Rental Housing Estate (加強新入伙公共屋邨的社區支援);

iii)            Support for Working Parents (加強對在職家長的支援);

iv)           Ethnic Minorities Mainstreaming (改善少數族裔服務主流化); and

v)            Enhancement of Women Shelter (加強現有婦女庇護中心服務);


It was agreed that further discussion will be conducted in the concerned Network or ad-hoc working group/focus group.  The final list of agenda will be confirmed in the next Committee meeting.  As usual practice, meeting will be arranged between Assistant Director (FCW) and our Committee in mid-May for initial exchange on the proposed agenda.


      3.4    15-year Free Education

立法會教育事務委員會 研究落實免費幼稚園教育小組委員會 - 落實免費幼稚園教育的相關事宜 團體的意見及關注摘要 (paper 7a) and 對不同模式幼稚園服務的支援 (paper 7b) were sent to members for discussion and reference.


The official report of the Committee on Free Kindergarten Education (chaired by Moses Cheng) would be released in May followed by public consultation.


Members were noted that the welfare sector was mainly concerned about the development of the “long full-day” service under the new policy.  Members will be kept informed of the update.


4.    For Information

4.1     Best Practice Awards in Social Welfare

Moses reported that nominations of the Best Practice Awards was closed in mid-February, 2015.  Further progress would be shared to members in due course.


5.    Progress Update

The Progress Report (January 2015 to March 2015) of the Family and Community Service, Service Development (paper 8) has been sent to members for information.


The Report included the following items:

i)     Training on Handling Drug Abuser with Dual-diagnosis;

ii)     Ethnic Minority (EM) Parents' Meeting on Chinese as Second Language (CSL) Framework;

iii)    LegCo Subcommittee on Strategy and Measures to Tackle Domestic and Sexual Violence;

iv)   Community Support in New Public Rental Housing Estates;  and

v)    Happy Family Kitchen Movement.


6.    Any Other Business

6.1  An overseas subsidized study visit would be organized from June 10-17, 2015.  The focus would be on divorced families in England and Scotland.  Details could be found in the memo which will be sent out shortly.


7.    Date of Next Meeting

The next meeting would be held on May 14, 2015 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.


There being no other business, the meeting was adjourned at 1:10 pm.
