Minutes of the 2nd Meeting of the Specialized Committee on Family and Community Service (2014-15) held on January 19, 2014 (Monday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

1.      Confirmation of Minutes of Last Meeting

The draft minutes of the meeting held on November 19, 2014 was circulated by email on January 7, 2015 and was confirmed with nil amendment.


2.      Matters Arising

2.1    Cooption of Members

          Mr Moses Mui reported that Mr Daniel Ma, Yan Oi Tong has accepted our invitation to be the coopted member from the Network on Ethnic Minorities Services.  An updated membership list (paper 1) has been sent to members for reference.


3.    For Discussion

       3.1    Business Plan 2015-2016

         The Business Planning 2015-2016 of Family and Community Service in Service Development Core Business (paper 2) has been sent to members for discussion.


Mr Moses Mui briefed members on the background/progress of each related KRA of the Business Planning 2015-2016.  He added that most of the service-specific projects would be followed-up by respective Service  Networks. 


For KRA 3: Promote Family-centred Approach & Service and Enhance Support to Families, members suggested to organize a seminar to keep up the sector’s concern on the implementation of Family Impact Assessment (FIA).


For KRA 4: Advocate Service Improvement for Special Need Groups, members suggested to add “new arrival families” as the target group concerned (other than cross-boundary families) in project 9.


For KRA 5: Promote the Development of Evidence-based Practices and Enhance Sector's Knowledge Management, Mr Moses Mui highlighted that project 12 and 13 would be two delegations formed by the Council to participate in two overseas events in June and October 2015 respectively.  The events would be:  i) 9th Mainland, Hong Kong and Macau Conference on Prevention of Drug Abuse;  and ii) Study Visit on Supporting Divorced Family in United Kingdom.  Members suggested to explore the possibility of adding element of "family policy" in the Study Visit in UK.


In addition, members suggested to initiate the discussion on family and community service programme plan in the coming year.  It was also agreed that the Committee would firstly identify the pressing needs in the sector, and take reference of the experience of the Elderly Service Programme Plan (ESPP).


       3.2    SWD's Feedback on Proposed Parenting Coordination Support Service

         The SWD’s concerns/feedback on the Council's proposal on parenting coordination support service of SWD (paper 3) has been sent to members for discussion.


In respond to SWD's question 1 under "Uniqueness/Probable Duplication with Existing Service", members pointed out that the existing  programmes/projects on co-parenting operated by NGOs were not officially recognized by Government. 



Members suggested to reiterate that the proposed service is essential to address the new service needs arised by the law reform.  And it should be emphasized that the formal evaluation recognized by Government is crucial for service development.


As for SWD's question 10 under "Service Output/Evaluation", members suggested to take the handbooks published / would be published by NGOs as good reference in producing publications as proposed for the teams.


For the details of service operation, it was suggested to leave it for further negotiation between SWD and the service operators once the proposed service being confirmed.


Council’s response would be drafted and circulated for members’ further comment before replying SWD.


       3.3    Service Implication of Umbrella Movement

         Mr Moses Mui briefed members the concern of service implication of Umbrella Movement and related discussion in other Specialized Committee and Service Networks.  After discussion, the following observations were highlighted:

  • Parent education would be an area of concern, with emphasis in conflict handling and respecting differences within family;
  • The service need for family reconciliation (in casework level) have to be further assessed;
  • Training needs on community work skills for the sector (especially youth service workers) could be explored;
  • The impact of social media has been illustrated by the movement.


4.    For Information

4.1     Policy Address

勞工及福利局的政策措施 (節錄) (paper 4c) was tabled for members' information.


Mrs Helina Yuk and Mr Moses Mui highlighted the main points, especially related to family and community services to members.  Members were note that a bill will be formulated by Labour and Welfare Bureau and put for public consultation as follow up on the Law Reform Commission Report on Child Custody and Access.  It was agreed to set up a designated working group under this Committee, in order to follow up the consultation.  Members also suggested to further engage the Law Society of HK to seek support for our proposed supportive service.



4.2    Best Practice Awards in Social Welfare

Moses encouraged members to attend the Best Practice Awards Briefing to be held in January 27, 2015.  Ms Keung Choi-yin was one of the Best Practice Awards Organizing Committee members.  The memorandum of invitation from Ms Crystal Cheng were tabled for members' reference.


5.    Progress Update

The Progress Report (December 2014 to January 2015) of the Family and Community Service, Service Development (paper 5) has been sent to members for information.


The Report included the following items:

i)     LegCo Subcommittee on Strategy and Measures to Tackle Domestic and Sexual Violence;

ii)     Review of Service Interfacing between IFSC and FCPSU;

iii)    Visitation to Drug Treatment Service;  and

iv)   Multi-Cultural Good Practice Training


6.    Any Other Business

6.1     In respond to the sector's concern on "Protection of Children and Juveniles Ordinance" recently, the Council had co-organized 《保護兒童及少年條例》實踐論壇 - 如何保障兒童及少年的最大利益?with 香港社會工作者總工會, 香港社會工作人員協會, 立法會張國柱議員辦事處 and 立法會張超雄議員辦事處.  The forum would be held on January 31, 2015.  The details and rundown was tabled for members' information and they were cordially invited to join the event.


6.2     「新公屋邨社區支援服務」圓桌會議 would be held on February 4, 2015 to explore the service development in new community of public rental housing estates.  The invitation memorandum was circulated to members in the meeting.  The discussion of roundtable will be brought up to this Committee afterward.


7.    Date of Next Meeting

The next meeting would be held on March 19, 2014 (Thursday) at 10:00 am in Room 1410, Duke of Windsor Social Service Building.


There being no other business, the meeting was adjourned at 5:30 pm.
