1.      To receive the agenda

Mr. Wong Chi Hung suggested swapping item nos. 4 and 5 of the agenda for discussion, as it’s more sensible to identify suitable co-opted member after agreeing on the focus of the year plan. All members agreed.


2.      To confirm minute of the last meeting

The minute was adopted without amendment.  


3.      Business Update

3.1     Policy Address

The Chief Executive of HKSAR had just announced his 3rd Policy Address in his term on 14 January. To a certain extent, it responded to some of the Council’s concerns such as special education needs, child care service and youth career development but no major policy has been proposed to address the issues concerning the sector for long, such as long-term welfare planning, old age income protection system, housing and so on.

3.2     Research and Advocacy

Policy Bulletin

The tentative topic of the 18th issue was “Good Youth in Hong Kong”. The Editorial Board was inviting different parties to share their views on the youth participation under the umbrella movement. To understand the youth’s momentum behind this movement, two focus groups will be held to collect the information.



There were two researches in progress. The first one was the service research on mental illness. The data collection was in progress as it extended to start in early January. The second one was the Rental Market Regulation Study. The first draft of the caption study had been finished. And Mr. Charles Ho was working closely with the housing research team to amend the study. The final draft will be passing to Standing Committee with the draft of proposal on tenancy control raised by our Council.


Consultation on Voluntary Health Insurance Scheme

  • The Working Group on Health Care had a new member from the Alliance for Patients’ Organization.
  • The Food and Health Bureau published the Consultation Document of Voluntary Health Insurance Scheme in December 2014 to launch a three-month public consultation. The Council would organize the “Forum on the Consultation on Voluntary Health Insurance Scheme” to facilitate exchange among practitioners, service users and different stakeholders. Senior official of the Bureau, representative of patient concern group as well as the insurance industry, have been invited as guest speakers to provide food for thought and discussion.


3.3     Sector’s Capacity Building

The SD unit has been put more effort on the SIA/research trainings to boost the sector’s capacity building. The training for the Salvation Army, Hong Kong Red Cross and Shunde Council of Social Service had been done.


4.      Matters for discussion: Year-plan 2014 -15

Mr. Keith Wong gave members an overview on the drafted of the SD unit Business Plan for 2015-16. Member all agreed on the plan and to continue focusing on the housing issue. And Mr. Keith reminded the members on below items:

  • SDI 2016 : The SD team was currently discussing with Mr. Robert Chung on the possibility of partnering with HKUPOP’s Subjective Social Indicators (SSI) for findings release.
  • Policy Bulletin: The vice-chairperson Ms. Nancy Wong would be the representative of Specialized Committee on Social Development to present in the Editorial Board.
  • Overseas event on Social Housing: The trip will be held in October and a vetting Panel will be formed.
  • Landscape research on Financial Education in Hong Kong: The SD meeting will invite Rachel, this project officer, to share the prelim finding if the research has been completed.
  • Service Research: One service research had been committed. And the tentative study topic was about youth policy in HK. 


5.      Suggestion of Co-opted member

With Mr. Robert Chung continuing to be this year’s co-opted member, one more member was needed to complete the formation of the committee. As the housing advocacy will be one of important objectives in this year plan, so that members suggested inviting a new co-opted member who has relevant experience on housing. There were two potential candidate raised by Mr. Keith Wong. One is Prof. Fung Kwok Kin and another one is Mr. Lai Kin Kwok. And Mr. Keith Wong would be helping to approach them. (Post-meeting note: Prof. Fung Kwok Kin accepted our invitation and will be the co-opted members of the committee in a two-year term.) 


6.      Any other business

6.1  EBP Conference

Organizing conference was an annual event to promote EBP, and the fourth one would be held on January 29, 2015, with the theme of “Collaboration”. A keynote speaker from Australia had been invited to give a speech in the Conference, as well as being the trainer of EBP workshop on the day following the Conference. An invitation email had been sent to members.

6.2  Working Group on Housing Policy

In the coming several months, apart from completing the Rental Market Regulation Study, the Working Group will publish “Housing Talk” in 8 issues. (Post-meeting note: The theme of the first issue of “Housing Talk” is “how to tackle Hong Kong housing issues” and it had been published on February 2)


6.3  Rental Index of Subdivided Housing Units

The Rental index of sub-divided housing units will be released in February, which is collaboration between IOFC of CUHK, HKCSS and Platform of Concerning Subdivided Flats and Issue in Hong Kong.


7.      Next date of meeting

Members agreed to meet again in March and proposed two possible timeslots for the next meeting, included (1) 23/3, 3 p.m.; (2) 26/3, 3 p.m.. The Secretariat will consult members’ availability via email before confirming the schedule for the next meeting.  (Post-meeting note: The meeting was subsequently scheduled on March 23, 2015 at 3 p.m.)

There being no other business, the meeting was adjourned at 4:30 p.m..
