1.      To receive the agenda

The agenda was adopted without amendment.


2.      To confirm the minute of last meeting

Members were cordially invited to join the Health Care Working Group and Ms. Chau Ngan Ching had initially shown her interest. As the Government did not launch the consultation yet and the working group was still not activated, the secretary will later confirm with the interested members on the arrangement.


3.      Business Update

3.1 HKU-HKJC ExCEL3 Project Phase II – Promotion of Evidence-based Practice (EBP) and Social Impact Assessment (SIA)

With the support of the HKU-HKJCE, the ExCEL3 Project will grant our Council funding for the works on promoting EBP and SIA in phase II. A practitioner-Researcher Network was also established to engage researchers and practitioners from various social service agencies. The first event, namely Evidence-based Practice Research Salon, would be held on Sep 23. Mr. Anthony Wong will have a report back session on the 3rd International Conference on Practice Research in this salon.


3.2 Research and Advocacy on Housing Policy

The Working Group on Housing Policy formed a research team to conduct a rent regulation study.  And the team leader, Dr. KK Fung, was helping to write a chapter and to monitor the progress of the study. The study aims at examining the design of rent regulation in Germany, Netherlands, France and Taiwan. Edmond will help to look for a group of student interns to collect data and do the literatures review.


3.3 Service Research: Middle – aged M.I. Patients Study

The research team will adopt a mixed approach on the captioned study. The team will conduct a focus group for the careers to explore their caring experience and the support they received, while a questionnaire will be designed for capturing the views from the ex-patients. The pilot test of the questionnaire started in August.


3.4. Policy Bulletin

The tentative topic of coming issue was “social innovation”. The Editorial Board was inviting the scholars and authors who have relevant experience on social innovation to submit their contributions. The e-version will be published in October.


3.5 Financial Education

Citi Group has commissioned our Council to conduct a Financial Education Landscape Student and the project will start in September.


4.      Matters of Discussion

4.1  EOC’s Discrimination Law Review of Public Consultation

Mr. Keith Wong reported that the Equal Opportunities Commission (EOC) had launched a public consultation on Discrimination Law Review in July and invited Council to collect the views from the sector. Despite there were 77 questions raised by EOC for the consultation, our Council tended to focus on discussing the protection on the underprivileged groups such as people with disability, the new arrivals and people in de facto relationship.


To explore members’ opinion on how to react to the consultation, member agreed and suggested that:

  • To answer the questions those were related to social development.
  • To engage and collect the sector’s views from joint meetings or seminars.
  • To support our stand with the statistic and figures from the Social Development Index.


5.      Any other business

5.1    Election for the Specialized Committee

The closing date of the Nomination for Election of Specialized Committee was on July 30 and the result will be released in September. 


5.2   Thank you and goodbye

Mr. David Fung, Dr. Fung Kwok Kin, Ms Nancy Wong and Mr. Bonson Lee were completed their term of 2012-14. The Committee wholeheartedly thanked them for their effort and contributions.


6.      Next date of meeting

  • The first meeting of the 2014 -15 terms would be held after the Annual General Meeting on Nov 13. The Secretariat will consult members’ availability via email before confirming the schedule for the next meeting.  (Post-meeting note: The meeting was subsequently scheduled on Nov 21, 2014)


  • There being no other business, the meeting was adjourned at 5:00 p.m..
