1.      Welcome the new colleague of Social Development Unit

The Committee welcomed Mr. Charles Ho to be the research officer of Social Development Unit. And he will join the Housing Working Group to follow the rental policy.

4.      Business Update

3.1 Publication: Policy Bulletin and Cross Border Families Forum

  • Follow up on Policy Bulletin

The next meeting had been scheduled by the editorial board to mainly deliberate the topic of next issue of policy bulletin.


  • Cross Border Families Forum

The 2nd issue of the “Cross Border Families Forum” was published. Different from the macro perspective used in the 1st Issue, this issue has taken a microscopic approach to examining the situation of cross-border families, especially that of cross-border students. The public can request the hard copy via email or download the online version from the Council’s website.


3.2 Process of reactivating the Working Group on the Health Care

Mr. Keith Wong reported that he is inviting the existing members to reactive the working group. And to make the member list more comprehensive and representative, members suggested inviting the representatives from insurance group and patient group, and Dr. Chan Chung Mau from the Mental Health Forum. Ms. Chau Ngan Ching, a member of our Specialized Committee, had shown interest in joining this working group. And the working group will work hard to response to the Health Care Consultation and hold a forum to engage the public and sector.


5.      Matters of Discussion

5.1  Release of the findings of the Social Development Index 2014

Mr. Keith Wong informed that the press conference of releasing the finding of the biannual Social Development Index (SDI) will be held on May 29. And he presented the data to the members and consulted their views on the finding:

  1. SDI 2014 used the data in 2012 to describe the social development of Hong Kong in 2012.
  2. Two domains (family and housing) and two sub-domains (child and low income group) stayed at negative level.
  3. The figures showed negative growth in above domains because of the major factors of family disunity, rising divorce rates, high demand for public house, and increasing housing expenditure.
  4. Housing, poverty and family wellbeing still remain on the list of concerns.


To response the finding of SDI 2014, members had the following suggestions:

  • To explore the living situation of general family such as a family with 3 to 4 members.
  • To show the two separated figures of the proportion of income a family spends on food and accommodation. 
  • To give the concrete and practical suggestions.
  • To advocate the rental policy in the part of recommendation.


5.2 Social Development Index Review

  • Sport index: the sport indicators had been affected by the irregular sport games.
  • Education index: the number of youth registered in continuing education courses like Yi Jin project or Youth Pre-employment Training Programme had been influenced by the education system reform in 2012.
  • Family solidarity sub-Index: The domestic violence cases were fallen due to the revision of definition of domestic violence.
  • SDI release method: Dr. Chung suggested releasing the subjective SDI to raise the public awareness on SDI result.


6.      Any other business

6.1    Updated the progress on population policy

Dr. Hung Suet Lin, who is an expert in child care study, and she had been invited to conduct a survey on child care support.  


6.2   Mental illness research

The SD team finished the proposal of mental illness research and sent it to service team. The target group of this research is the middle-age (40-60) patients with severe mental illness.


6.3   Working group on housing policy

In the coming serial moths, the Working Group on Housing Policy will put a lot of effort on studying rental policy includes the observation on landlord. And Mr. Keith Wong informed that Mr. Chua succeed Ms. Christine Fang as a member in the Hong Kong Housing Authority.


6.4   Follow up on overseas event

   The report back session of the 4th European Conference for Social Work Research will be one part of sharing in the coming evidence-based practice conference.


7.      Next date of meeting

  • The next meeting could be held in August 7 or August 8. The Secretariat would consult other members’ availability via email before confirming the schedule for the next meeting.  (Post-meeting note: The meeting was subsequently scheduled for Aug 7, 2014)
