Minutes of the 4th Meeting of the 2014-2015 Term, held on May 6, 2015 at 2:30pm at Room 1410, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong.

1.     Endorsement of minutes of last meeting

1.1

The minutes of the last meeting was endorsed without amendment.

 

 

2.     Matters arising

2.1

Updates on issues related to Flag Day and Bank Charges

 

- A meeting was arranged by Membership with HSBC, together with the attendance of the concerned group members, in discussing the difficulties of NGOs on the issues of flag day operation and bank charges.

 

  • For the issue of high transportation cost in cash transfer after Flag Day activities, HSBC declared that such requirements were not only for NGOs. All other Corporate customers were requested to follow the financial regulations of Hong Kong Monetary Authority. However, the cost should be paid by NGOs.

 

  • For the request of exempting/ reducing the bank charges for NGOs, HSBC welcomed further discussion with each of the NGOs through their own HSBC Account Manager.

 

- Action by HKCSS with the concerned group members:

 

  • A letter would be sent to the Hong Kong Association of Banks and the Hong Kong Monetary Authority in expressing the difficulties and concerns regarding the bank charges issue from the NGO sector.
  • A meeting would be arranged with the Hong Kong Monetary Authority to discuss the issues on cash transfer after Flag Day activities and bank charges.

 

 

3.     Progress update of each work unit

3.1

Membership Liaison and Service

 

- The production of the Directory of Social Service Organizations in Hong Kong 2015 was underway smoothly and the Directory was expected to be completed on schedule.

3.2

International and Mainland China Affairs

 

- HKCSS Development Fund Support for Mainland Project ended on March 31, 2015. The surplus generated by the incubated projects would be retained in HKCSS instead of going back to the Fund. That would certainly help support other work of the Council in Mainland China in 2015-16.

- Ms. Belinda HUI, Chief Officer of International and China Affairs, has left the Council. At the moment business was maintained as usual by other team members in ICA.

3.3

NGO Capacity Building & HKCSS Institute

- The unit made a 5-year plan for future development and there would be a switch of focus. The unit would work more on the aspects of consultancy and research.

3.4

Information Technology and Resource Centre

 

- The NGO Day 2015 would be held on June 2, 2015. The theme of this year was “Stakeholder Engagement in the 21st Century”. Members were invited to join the event.

- eBay x SoldEazy for Social Good Pilot Project was underway with a total of 6 social enterprises joining the pilot project. With eBay’s subsidy and SoldEazy’s contributions on the project, the participated social enterprises could be equipped with the skills and strategies for starting their e-business worldwide at a minimum and affordable cost. The pilot project would end on December 2015 and ITRC would arrange sharing seminar to the sector.

- Mr. Billy TANG, General Manager of ITRC, would finish his contract with HKCSS on May 11, 2015. Mr. Tony LEE would take over the position with effective from May 12, 2015. The Committee thanked Billy for his contribution in the last few years and wished him the very best.

 

 

4.     Discussion items

4.1

Terms of Reference of Specialized Committee on Sector Finance

 

- Dr. John FUNG thanked for Members contribution and comments over the captioned document and the document was expected to be endorsed by the EXCO soon.

- Dr. John FUNG would further revise the document for members’ further comments in the consideration of the following points raised by the Committee:

  • The Chinese and English versions should align with each other;
  • The document should define the structure of the Specialized Committee and its relationship with the Standing Committee. The differences of the two committees in scope should also be better described.

 (Post-meeting notes: the revised version was circulated amongst members of this committee and had been endorsed by ExCo in its May meeting.) 

4.2

Appreciation on Learning and Growth

 

- Ms. Lois LAM presented the new proposal on the captioned initiative and the Committee agreed with the proposal, with a few points of concerns:

  • The Committee inclined to support a low entry point for the recognition scheme in order to encourage the participation of small NGOs;
  • Amongst all the NGOs to be recognized by the Scheme, the Committee suggested to invite some outstanding NGOs to share their good practices;
  • The Committee expressed concerns on the cost effectiveness of conducting the survey. A number of members, however, showed interests in being testing agencies for the survey when needed. 

 

 

5.     A. O. B.

5.1

HKCSS has rejected an invitation to attend a discussion forum on the topic of NAAC issuing bonus and lump sum grant organized by the Hong Kong Confederation of Trade Unions (HKCTU) on May 17, 2015. HKCTU would come to HKCSS for protest on May 7, 2015. HKCSS would restate its position of respecting the decision of individual organizations. 

5.2

Ms. Kris TONG would resign from the Committee as she would leave her agency with effective from June 27, 2015. Potential candidates from small NGOs for replacement will be proposed. The Committee would decide whether to replace or to leave the post vacant for the rest of the current term in the next meeting. The Committee thanked for Kris’s contribution and wished her the very best for her future endeavor.

6.1

The next meeting was scheduled to be held on July 8, 2015 (Wednesday) at 2:30pm.
