1.      Minutes of Last Meeting

The minutes of the last meeting held on January 22, 2014 was adopted.


2.      Discussion
2.1 HKCSS policy for accepting donation from and affiliation to business organization

  • Cliff raised the matter about a recent case in the Caring Company Scheme on acceptance of companies with questionable business nature.  It also led to the consideration of the acceptance policy on receiving donation by the Council, which has not been spelled out concretely in the constitution of the Council.   
  • Members suggested the formation of a guiding principle considering the questionable companies should be able to reflect the overall mission and objective of the Council in particular upholding the well being of the community.


2.2  Proposal to launch HKCSS Advisory Service for Sustainability

  • Cliff introduced the proposal of setting up a Hong Kong Sustainability Development Hub (HKSD Hub) as a self-financing business unit, including the proposed business model; market gap and opportunity for CSR and sustainability in Hong Kong.
  • Members agreed on the direction for advocacy and education of the subject to the business sector, especially the SMEs.  Advices for companies on keeping the momentum of driving towards sustainability would be significant.  However, members were a bit hesitated if the Hub focus on consultancy, taken into consideration the existing capacities, the market demand and competitors. 
  • Advices would also be sought from the Caring Company Scheme Steering Committee members.

2.3 Proposal to publish Social Service Infographic

  • Eddie introduced the proposal, including, content; distribution channels and topic selection process.
  • Committee agreed the direction of Infographic for public education.
  • Members reminded that the Corporate Communications team should pay attention on the data selection and media angle.
  • The team distributes the Infographic as free to related parties. Members suggested that it should also be offered for sale in the market.
  • Members reminded that the team should develop the e-version of Infographic. It would be revised and updated timely.

2.4 Progress of Family Summit 2014

  • Cliff briefed about the rundown of the Family Summit 2014 which would be held on May 15, 2014 and extended invitation to all committee members .


3.        Business Update:
Caring Company Scheme

  • The Caring Company Partnership Expo was held on February 28, 2014.
  • The Caring Company Nomination 2014/15 would commence from April 2014 and end at early January 2015.

3.2 WiseGiving

  • The seminar of “Giving Effectively” was held at the Caring Company Partnership Expo. It was great opportunity for public education and interaction with the business sector. A few corporate participants further consulted WiseGiving on their CSR and giving strategy after the seminar.   
  • The team is working with the French Chamber of Commerce and Industry in Hong Kong to develop a donation project for the working poor.
  • The team has engaged different types of NGOs, e.g. district level Kai-Fong welfare associations, clan associations and chambers, through the HSBC Community Partnership Programme and the “Future Stars” of the Commission on Poverty..

3.3  Corporate Communications

  • 7 websites of HKCSS and its sub-brands were awarded at the Web Accessibility Recognition Scheme organized by the Government.
  • Due to the efforts of HKCSS and welfare sector in the past few years, lots of welfare related suggestions were adopted the current administration and listed in 2014 Policy Address.
  • HKCSS is continually working with the Government to develop the “Talent-Wise Employment Charter” and “Future Stars” to provide career exploration opportunities to the less privileged youths.
  • The team is continually exploring new broadcasting channels and media partners for HKCSS Channel. 2 news partners were engaged, including eEldery ( and BabyKingdom.

4.        Any Other Business:

  • Ms. Ng Ka Man, Carman announced her resignation from from HK Alzheimer’s Disease Association. She also resigned from the Chairperson of the PEP Standing Committee according to the goverance that only representatives of HKCSS Agency Member could be elected to HKCSS’s Standing Committees.
  • Mr. Lo Wing Ching, Wesley was elected the Chairperson of Standing Committee on PEP . Ms. Chan Kit Ling was elected the Vice-chairperson and representative of Standing Committee on PEP at the HKCSS Executive Committee.


5.        Date of Next Meeting

The meeting was adjourned at 6pm. The next committee meeting will be held on June 9, 2014 at 4:00 -6:00pm.
