1. Confirmation of Minutes of Last Meeting
The draft minutes of the meeting held on February 7, 2013 was circulated by email on April 3, 2013 and confirmed with nil amendment.

2. Matters Arising
2.1 Joint Project on Supporting Divorced Family
A membership list of the Preparatory Group (paper 1) was sent to members for information. Mrs Helina Yuk requested members to check whether there was any nomination missing. Mr Moses Mui explained the role of such Group. The convenor would be elected between all members in the next meeting.

1st meeting has been held and it was proposed that he Project would focus on children education and sector engagement. The 2nd meeting would be held on April 29 and the draft proposal would be discussed. The project plan would be developed after the 4th or the 5th meeting.

It was also suggested to develop i) public education; ii) manual and iii) engagement model. Members were encouraged to convey their views to their organization's preparation group members.

3. For Discussion
3.1 Welfare Agenda & Priorities Setting 2013 (WAPS)
A work flow of WAPS 2013 (paper 2) had been sent to members for reference. Mr Moses Mui highlighted several dates, especially June 6, 2013. Mrs Helina Yuk briefed members that the each Specialized Committee should raise 3 initiatives. 3 fact sheets (中港婚姻及跨境家庭, 少數族裔服務, 支援離異家庭) were tabled for members information.

After discussion, members agreed to submit the following initiatives:
i) Divorced Family Support
- provide safety location and prevent domestic violence by setting up visitation centre for certain target group
ii) Deprived / Low-income Family Support
- improve the living environment of such families, especially those living in board-partitioned rooms
iii) Cross-boundary Family Support
- extend after-school care such as social worker service, tutorial to kindergarten in selected areas (eg. Mongkok & Shamshuipo)
- subsidize marital behavioral and psychological consultation on project / team / centre basis
The above would be brought to related parties (eg. Family Council) for further follow-up.

3.2 Engagement with Family Council
"政府公布家庭議會任命 (paper 3) has been sent to members for information. Mr Moses Mui reported that the new composition of Family Council includes 4 NGO representatives. Meeting with Daniel Shek was held. A few possibilities was raised for following-up the researches performed in the past years.

3.3 Cross-boundary Living Families
Mr Moses Mui briefed members that under the Matrix Team of the Council, staff of Policy Advocacy and Research would be responsible for forming an editorial board discussing on the policy, content, angle, etc of 2 publications on the captioned. There would be around 4 meetings and Ms Carol Lee consented to be one of the representatives from the Specialized Committee on Family and Community Service.

Hence, the Task Group on Cross-boundary Living Families had be dissolved.

4. For Information
4.1 Family Impact Assessment Study
Mr Moses Mui briefed members on the tabled paper, Family Impact Assessment on statutory Minimum Wage.

4.2 Pre-Summit for the 20th Anniversary of UN International Year of Family
(May 15, 2013)
The rundown of the Family Summit 2013 was tabled for members' reference. Mr Moses Mui supplemented that Dr Karen Doneker Mancini would host a Workshop on "Family Impact Assessment" on May 16, 2013.

4.3 Regional Seminars on Family-centred Practice (June 14 & 18, 2013)
Mr Moses Mui introduced that district programme experiences of the Happy Family Kitchen Project would be shared at 3 Regional Seminars. The venue would be Hogn Kong Productivity Council. Details would be shared with members at a later stage.

4.4 Best Practice Awards in Social Welfare 2013
Mrs Helina Yuk reported that the 1st round of application was due. More than 90 entries were received. Full report should be submitted by the end of April. Sharing sessions would be conducted in early 2014. The ceremony would be held after the HKCSS AGM in 2013.

4.5 Networks' Update
The Progress Report (February - March 2013) (paper 4) has been sent to members for reference. There was no further update.

4.6 MDCC
The memo of 檢討「處理虐待兒童多專業個案會議」集思會 was tabled for members information. Mr Moses Mui highlighted that the event would be held on May 9, 2013 with Ms Cindy Leung, Chairperson of the Network on IFSCs Service as moderator. Guest from SWD was also invited.

5. Any Other Business
5.1 Welfare Agenda and Priorities Setting 2014-2015
A preparatory meeting would be held with AD, SWD regarding the captioned.

5.2 Caritas - Hong Kong 50th Anniversary
A conference would be held in May with the theme as "Building Up A Caring Community". Details had been distributed.

6. Date of Next Meeting
The next meeting would be held on June 6, 2013 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.

There being no other business, the meeting was adjourned at 5:40 pm.
