1. Confirmation of Minutes of Last Meeting
The draft minutes of the meeting held on December 6, 2012 was circulated by email on January 23, 2013 and confirmed with nil amendment.

2. Matters Arising
2.1 Membership of Specialized Committee
Mr Sunny Wu, Chinese YMCA of Hong Kong had resigned from the Committee. Ms LEE Wing-chong, Carol of Christian Action was invited for the replacement according to the usual practice. Besides, Ms Karrie Chan has accepted to be co-opted member of the committee. Both members will serve in the committee for a term of 2 years. Updated membership list had been sent to members by email.

2.2 Structure of Specialized Committee
A organizational chart of Specialized Committee on Family and Community Service (paper 1) has been sent to members for reference. Members agreed to revise the name of "Working Group on Domestic & Sexual Violence Service" to "Network on Domestic & Sexual Violence Service". A new working group "Preparatory Group for Divorced Families Project" would be formed with Mr Christopher Tang as the responsible officer.

2.3 Business Plan 2013-2014
A detailed business plan 2013-2014 (paper 2) has been sent to members. The business plan was endorsed by members with the following highlights by Moses:
i) Project #2
To advocate for the mechanism of Family Impact Assessment (FIA) in policy formulation process with collective effort among the sector, Dr Lau Yuk-king would lead a study project, with the aims to examine the impact on family of the statutory minimum wage policy, and to develop indigenous protocol of FIA framework. Multi-stakeholders from NGO, government and business sector would be engaged for the project. Members would be informed of progress of the study project in due course.

ii) Project #7
A working group "Preparatory Group for Divorced Families Project" would be formed to advocate support and enhance service provision for divorced families by promoting divorce education/counseling and parental responsibility.

iii) Project #8
In order to promote policy and service responses to enhance functioning of cross-boundary families, study visit would be organized to bridge the communication and exchange among service providers of the mainland and Hong Kong. Members expressed views on exploration of collaborative platform for serving cross-boundary families. School-based intervention could be one of possible areas for further exploration.

3. For Discussion
3.1 Consultation on Rape and other Non-consensual Sexual Offences
《強姦及其他未經同意下進行性罪行》的諮詢文件 - 背景資料 (paper 3) and香港社會服務聯會交法律改革委員會就《強姦及其他未經同意下進行的性罪行》的回應 (paper 3.1) had been sent to members for reference. Mr Moses Mui highlighted the domestic violence aspect of the consultation paper. He also reported that most of the proposed revision were widely accepted by principle in our sector. For the Council’s submission, members commented the definition of the term "保護" should be further strengthened. Members also suggested to incorporate 3.3 "保護證人,維護公義" to 3.2 "屏蔽設施,強差人意" with further elaboration. A revised draft will be sent to members for further comment before Council's submission.
(Post-meeting note: the revised submission was sent to members for comment on Feb 26, and the final submission was sent to Government by end of Feb 2013.)

3.2 Policy Address and Follow-up
A table comparing Council's annual submission with 2013 Policy Address related to family and community services (paper 4) has been sent to members for information. The following items were highlighted in the meeting:
i) With effect from April 1, 2013, all government bureaux/departments should adopt family impact assessment when preparing new policy papers for ExCO and LegCo. Members opined that the FIA should be conducted with objective criteria and framework in place. Besides, the Family Council should take the monitoring role with mandate, instead of consultative role in the whole process.

ii) The child care support for low income families and working parents were overlooked in the policy address. Members suggested carer allowance should be explored to support those carers of elderly/children in family. Besides, affordable child care support services should be strengthened. Members emphasized the principle to offer “choice” for those needy families.

More comments would be collected by Council's PRA team and they would draft all feedback to the government.

3.3 Welfare Agenda & Priorities Setting 2013 (WAPS)
A table listing Council's Welfare Agenda & Priorities Setting 2012 with governments' feedback related to family and community services (paper 5) has been sent to members for information. Mr Moses Mui briefed members the background of the WAPS. Members commented on the flow and format of the exercise as follows:
i) Communication with ADs regarding the agenda/priorities should be started earlier, say in March or April.

ii) The priority of the agenda items should be clearly set. And the participants of the annual forum should stick to the planned agenda.

iii) SWD should respond to each proposed agenda item, and elaborate whether they accept or not. More interactive communication is expected for the WAPS exercise.

iv) Cross-bureau agenda items should be submitted to various bureaux or departments, with support from SWD/LWB.

4. For Information
4.1 Joint Project on Supporting Divorced Family
Mr Moses Mui reported that following the last meeting's discussion, invitation memo (paper 6, sent to members for information) were distributed to relevant committees, network and working group. 

4.2 Best Practice Awards in Social Welfare
The pamphlet on 《2013年度卓越實踐在社福-獎勵計劃》 was tabled for members' reference. Members were noted that a briefing session was held on January 18, 2013. The deadline for submission would be February 22, 2013.

4.3 Networks' Update
The Progress Report (December 2012 - January 2013) (paper 7) has been sent to members for reference.
4.3.1 Miss Lynn Law briefed members the background on 『服務少數族裔人士』問卷調查 which had been launched to collect more supporting information to liaise with government regarding policy-making. A hard copy of the survey was tabled and members were encouraged to fill the hard copy or submit the survey online.

4.3.2 Mrs Helina Yuk complemented that the last CD forum was held on June 12, 2012 discussing the cube problem in Hong Kong. The next CD forum would be held on February 21, 2013.

5. Any Other Business
Moses reminded members that they had been cordially invited to join HKCSS's spring gathering to be held on February 21, 2013 afternoon.

6. Date of Next Meeting
The next meeting would be held on April 11, 2013 (Thursday) at 2:30 pm in Room 1410, Duke of Windsor Social Service Building.
