The Council has put much efforts in developing international exchange and enhancing communication between local and overseas organizations. We seek financial support from the Government, the Hong Kong Jockey Club and the Community Chest to subsidize welfare personnel of Agency Members to participate in overseas conferences and study tours, so as to enrich their understanding of overseas experiences in social welfare development. The Council also facilitates our overseas counterparts to visit local social welfare organizations and hosts international and regional conferences related to social welfare.

To enhance Hong Kong's active participation in the international welfare field, the Council joined the International Council on Social Welfare in 1952, after which the Council also joined 10 other international welfare organizations. The Council actively participates in the conferences organized by these organizations, through presenting papers, introducing service development in Hong Kong and participating in the promotion of their work and planning. The Council has further contributed to these organizations' work and development through joining their Executive Committees and higher management level.
