Strategic Directions 2008-11

 

Foster Strategic Welfare Planning, Enhance Professional Service to Meet Social Needs

  • Organize the Sector to work in partnership with Government to develop the strategic directions and action agenda for Welfare Development. Foster users' participation and engage cross-professional and district leaders' support of the Strategic Welfare Framework;
  • Help mobilize community resources for the Sector and facilitate the review of the Lump Sum Grant funding mode for Government subvented services, to ensure adequate and sustainable resources to meet service needs;
  • Enhance professional services and research to support families. Develop tools for family impact assessment of policies and practices;
  • Work with the Sector to develop professional service response and policy recommendations on fostering mental health, addressing cross-generational poverty, cross-border split families in living and the ageing population.

Promote Self Reliance and Work Support Policies and Supporting Services

  • Enhance professional support to different disadvantaged groups to strengthen their work skills and self-help capacity for independent living;
  • Foster tri-partite partnership in creating job opportunities and supporting the development of social enterprises;
  • Advocate for fair pay and labour protection to mitigate the situation of the "working poor" and to narrow the income gap between the rich and poor;
  • Promote work-life balance and the significance of mental health in the work place.

Build Social Partnership and Co-operation to Strengthen Social Capital

  • Strengthen dialogue and co-operation with the Government and Policy Makers;
  • Foster partnership and interfacing among Civil Society Organizations to further common social development goals;
  • Engage the Business Sector in supporting community services and realizing their corporate social responsibilities;
  • Engage donors and charitable foundations for support and dialogue with NGOs through an accountable platform;
  • Strengthen work with the media to address public concern and raise public awareness of welfare issue.

Strengthen the Role and Participation of Agency Members and the Leadership of the Council

  • Accord priority in supporting small and medium sized NGOs;
  • Enhance the communication and participation channels (build dynamic, subject-focused networks) of agency members. Strengthen the participation of non-Government subvented NGOs and mid-level supervisory management staff of agency members in the work of the Council;
  • Enhance the Human Resources Management and Development capacities of NGOs and foster best practices;
  • Strengthen the leadership role of the Council in being more proactive and visionary in raising professional practices and setting the social development agenda.
