| The Council has reaffirmed its positioning, value and mission in promoting social welfare and sustainable social development in Hong Kong. The third three-year strategic direction was developed in 2008-09 Business Planning Process, to focus organization efforts in effecting changes at the societal, sectoral and organizational levels in the years 2008-11. Following these strategic directions, two Core Business Focus and 4 Special Projects are selected for the year 2010-11, in response to the critical challenges identified. Key Initiatives are also identified for each Core Business to be achieved in the year to deliver specified outcomes.
