SCANNING OF THE ENVIRONMENT TO IDENTIFY CRITICAL ISSUES FOR 2005-06
  1. Financial Stringency and Uncertainty for NGOs will Accentuate with the Ending of TOG and Continuous Budget Cut
  • Employment conditions may worsen and labour disputes may increase.
  • Limited resources limit the sector's capacity to increasing service needs. Workload on staff will worsen, affecting morale, stability and long-term professional development.
  • Need to identify new resources and strengthen NGOs capacities to raise funds.
  1. Worsening Disparity of Wealth and Poverty
  • Exclusion of the disadvantaged in work and education opportunities as well as social participation.
  • Conflicting views and interests in the society and Government in need of solutions/direction to address poverty.
  1. Change in Government Leadership may alter the Policy and Resources Framework of Welfare Services and the Partnership Relationship between the Government and NGOs
  • Need to Strengthen public support and understanding of welfare to off-set anti-welfare sentiment and apparent discrimination against new arrivals and CSSA recipients.
