Pre-school Service

Child Care Centre

Day care and child care centre provide educate service to young children of aged 0-3.  From September 2005, pre-school services were harmonized school that some centre will also provide kindergarten in the same premises.  Extended hours services and occurred child care service are available in some centres.  Families in need of financial support can get subsidy through ¡§kindergarten and child care centre fee reimbursement scheme¡¨.

Ÿ            Foster and Emergency Foster Care (there are existing 875 places provided for children aged under 18 until April, 2010)

Ÿ            Residential crˆoches and nurseries (there are existing 271 places provided for children aged under 6 until April, 2010)

Ÿ            Children Reception Centres (there are existing 95 places provided for children aged under 18)

Ÿ            Children Homes (there are existing 398 places for children aged between 6 and under 21)

Ÿ            Boys¡¦ / Girls¡¦ Homes and Hostels (The homes are for children or young persons aged between 7 or under 21 with behavioral or emotional problems. The hostels are for those aged between and under 21 who are studying and working.

Services for Preschool Disabled Children

Ÿ            Early Education and Training Centre (To provide education and training for disabled children aged between 0-6)

Ÿ            Integrated Programme in Child Care Centre (To provide education and care to mildly disabled children aged between 2-6 in an ordinary child care centre)

Ÿ            Special Child Care Centre (To provide special training and care to moderately or severely disabled children aged between 2-6)

Ÿ            Residential Special Child Care Centre (To provide residential care and training to disabled children with special need aged between 2-6)

As at 3.2012, there are 23 CYCs in Hong Kong providing case and group counseling, developmental programmes and activities to children and youth aged 6-24.

As at March, 2012, there are 138ICYSCs providing counseling, supportive, personal growth and developmental service to children and youth aged 6-24 through centre-based work, outreaching work and stationing school social work.

After School Care Programme (ASCP)

As at 3.2012, there are 5,500 after school care places for children aged 6-12 with tutorial service, meal service, group activities and parent education.

As at 1.9.2012, there are 34 NGOs providing stationing school social work service to 474 secondary schools through counseling and guidance service, group and programme activities, enquiry service and parent work.

Comprehensive Student Guidance Service

Starting from 2002/03 school year, the manning ratio of student guidance personnel of primary schools has been improved so as to build a comprehensive guidance system at school in response to the developmental need of students.  In 2004/05, there are over 600 Student Guidance Personnel, Student Guidance Teacher and Student Guidance Officer providing the service to over 600 schools.

Understanding Adolescent Project (Primary)

In order to enhance students¡¦ resilience in coping with challenges during their growth and development, EMB has launched the UAP in 250 and 375 primary schools in 2004/05 and 2005/06 school years respectively and more schools will be invited to implement the programme in 2006/07 school year.

School-based After School Learning and Support Programmes

In order to respond to the learning and developmental need of poverty students, EMB has allocated an additional funding of $75 million for school to organize school-based after-school learning and support programmes from 2005/06 school year which aim at providing more assistance and opportunities to the needy students to increase their learning effectiveness, broaden their learning experiences outside classroom and raise their understanding of the community and sense of belonging.

P.A.T.H.S. to Adulthood: A Jockey Club Youth Enhancement Scheme

In order to promote the holistic development of adolescent, the Hong Kong Jockey Club Charities Trust has approved HK$400 million to implement a four-year project called ¡¥P.A.T.H. to Adulthood: A Jockey Club Youth Enhancement Scheme¡¦ for F.1 to F.3 students with the collaboration of the education and social service sector.  The project has been commenced in 2005/06 school year as the experimental phase and will be full implemented from 2006/07 school year.

Service for Youth at Risk

District Youth Outreaching Social Work Service (YOT)

Since 1.9.2002, there are 16 District Youth Outreaching Social Work Teams providing outreach service to high-risk youth and juvenile gangs aged 6-24 through case counseling, group activities, guidance and support service.

Overnight Outreaching Service for Young Night Drifters (YNDs)

Started from September 2001, 18 Integrated Children and Youth Service Centres are provided with additional manpower and resources to extend service hours in reaching out to YNDs through on-the-spot crisis intervention, making referral and rendering counseling service.

Community Service Support Scheme (CSSS)

At present, there are five Integrated Children and Youth Service Centres provided with additional manpower and resources to provide service for young people under the Police Superintendents¡¦ Discretion Scheme (PSDS).  The CSSS provides individual and family counseling, structured group and special activities so as to re-integrate the unruly young people into the community and to reduce the tendency of re-offending.

Youth Work Experience and Training Scheme (YWETS)

In order to enhance the employability of young people aged between 15-24 with education attainment below the degree level, who wish to seek opportunities of employment and job-related training, the Labour Department has implemented the YWETS since 2000 through providing on-the-job-training.

In order to enhance the employability of school leavers aged 15-19, the Labour Department has implemented the YPTP since 1999 through providing a comprehensive range of employment-related training, workplace attachment, career counseling and support service.

Uniform Group Service

Uniform Group Service

Under the recurrent subvention of the Home Affairs Bureau, 10 uniform groups and 2 NGOs are providing non-formal education and training for young people so as to develop their different kinds of potential and equip them with better life skills.
