Chairperson (1972-76 & 1978-83)

Mr. HO Sai Chu, an eight-term Chairperson of the Council, led the Council to pay more attention and be responsive to issues including welfare, health and housing that had great impact on the livelihood of the general public. New set of service standards were also developed to enhance the quality of social service.
